In the late 1960's, there was a noticeable upward trend in crime. The local police forces of the different cities and municipalities of metro manila were then operating independently of each other. With uncoordinated efforts, and sorely deficient in manpower, mobility and equipment, the various local police forces simply cannot cope up with the proliferation of crime. Law enforcement in general appeared helpless against better-armed and better equipped criminal groups and syndicates. It is aggravated by the ability of criminal elements to transfer their operations from one city/municipality of metro manila to another hindering police scope of operations due to restrictions in territorial jurisdiction.
