Phil Aid Foundation was established to help the people in the greatest need. Fr. Luke Moortgat, CICM, is the Executive Director. He was the Chaplain and a Professor of Statistics and computer programming at De La Salle University, Manila. He stopped his teaching to care for the multiple handicapped, with special concern for the mentally ill and those dying on the streets.
