Sometime in 1973, in a flat in Upper Changi Road, Singapore (code named “Last Chance”) two veteran ship captains thought the idea of establishing a ship manning agency with the guiding principle: “QUALITY SERVICE BEFORE PROFIT”.That simple yet noble idea eventually matured and evolved into a pioneering manning agency which became PACIFIC SEAMEN SERVICES, INC. (PSSI). This company was formally incorporated and registered on 13 February, 1973. The original sixteen (16) stockholders, of which fourteen (14) were senior deck and engine officers, all subscribed to the guiding principle and further supported it with a permanent policy of recruiting and employing personnel strictly based on the suitability of their qualifications and that the company shall be NON-FEE CHARGING.
