Question for Insular Life Savings & Trust Co

Where can I get my chattel mortgaged released from my bank? I finished paying for my car in 1999 but was not able to follow-up on released of Original Certificate of my car. I left for US in 2000 and delegated things to my brother and thought he handled papers. Kindly let me know how I can have my original papers for my car. Thank you!
