Question for Department Of Education - Main Office

Sir/ma'am good morning.
My niece has joined an extracurricular activity and being asked to pay more than 2 thousand pesos but she had to stop due to health issues. Is it proper that the teacher responsible for the said activity demand that her parents still pay for the expenses of those activities?
