Question for LAND TRANSPORTATION OFFICE

Sir/madam,
why is it that our longed previous request for an original plate are not released? until it bring us now to hardly renew our registration due to your new policy about original plate for replacement. it is so unfair for us who does our responsibility and only wanted to follow and abide the laws but the other is not so responsive.
what will i do? my registration is valid until this april of 2015, and i need my small and cheap car for my daily life. please help me. thank you.
