Review of Philpost - Florida Blanca Post Office

i have been sending cards to my boyfriend in the philippines who lives in floridablanca. the first four letters/greeting cards i sent him, one was missing. and now i sent him six cards and some of them were opened. they have no right to take or open my mails. what are they trying to find? money???
